Deca i mladi na preseku sistema zaštite dece i maloletničkog pravosuđa: Terminološka određenja, empirijski nalazi i model postupanja

Apstrakt

Rad se bavi decom i mladima koji se nalaze na preseku sistema zaštite dece i sistema maloletničkog pravosuđa, populacijom koja je u međunarodnoj literaturi obuhvaćena različitim pojmovima, među kojima su crossover youth, dual system youth i dually involved youth. Cilj rada je da se, na osnovu pregleda relevantne literature, terminološki razgraniče ključni pojmovi, sistematizuju nalazi empirijskih istraživanja o faktorima povezanim sa delinkventnim i pravosudnim ishodima ove populacije i predstavi Crossover Youth Practice Model kao primer koordinisanog institucionalnog odgovora. U radu se ukazuje da se navedeni termini u literaturi ne koriste uvek dosledno, što otežava poređenje nalaza i jasno određivanje populacije na koju se istraživanja odnose. Pregled empirijskih nalaza pokazuje da se delinkventni i pravosudni ishodi dece i mladih u sistemu zaštite ne mogu objasniti jednim faktorom, već ih je potrebno posmatrati kroz dejstvo iskustava zlostavljanja i zanemarivanja, sociodemografskih karakteristika, naročito pola i uzrasta, kao i karakteristika smeštaja i iskustava u sistemu zaštite. Posebno se naglašava potreba za pravovremenim prepoznavanjem ove populacije, razmenom informacija između sistema, stabilnom podrškom i koordinisanim planiranjem intervencija.
