Abstract

Corruption prevention constitutes both an interest and a duty of the state. Corruption-prevention programmes also follow the logic of the economy, given that prevention requires fewer investments compared to the state's repressive reaction-related costs. The authors focus on corruption in the public sector prevention by examining the contemporary approach based on the ethical competence of public servants.

Fighting corruption in the public sector traditionally is founded on control and normative regulation that often falls into a proliferation of prerogatives. Although it is necessary to set standards and establish mechanisms, practice has shown that it is not sufficient. Expectation of citizens stretches to setting adequate infrastructure since there is not a single mechanism that could discourage myriad transgressions of rules.

Traditional vertical oversight employed by institutions with repressive powers has proven to be inadequate and even counterproductive in fighting corruption. A successful horizontal control is based on institutions themselves, and it regularly involves a functional infrastructure with ethically competent public servants as a key element. Therefore, every successful prevention of corruption programme must be around strengthening the ethical competencies of public servants.
