From Closed Routes into Open Schools – Perception and Response of Educational Institutions in Vojvodina to the Migrant Crisis

Abstract

Border control, migration management and providing rights to protection have found themselves in the focus of European governments since the middle of 2015, due to the great wave of migrants from the Near East and Africa. From disturbed background actors to demonstrators of human rights in practice, representatives from various institutions have been replacing each other on the route of the migrants. After the closure of the Balkan Route (March 2016), the migrant crisis continues, seemingly out of the public eye, and only now has the enforcement of basic human rights found itself facing a great test. The analysis in this work is aimed at the perception of educational institutions and their response to the crisis, which is of crucial importance for the dignified life of child migrants who have stopped (or are staying for good) in Serbia. The goal of the work is to analyse the readiness, difficulties and mechanisms available to schools that allow the inclusion of migrant children, with special focus on Vojvodina and schools in settlements that have, since 2016, included migrant children in their teaching and extracurricular programs. The work also contains an analysis of perspectives gleaned from interviews with workers in selected schools.
