Abstract

Along with technological progress, changes in perpetrating traditional crimes and emerging new criminal acts have led to major changes in crime control. Negativization of the risk concept and spreading the fear of crime contribute to the supportive attitudes of experts and citizens on the use of modern technologies in order to reduce potential victimisation. Violation of human rights is accepted as an inevitable effect along with the apparent guarantee of the security of citizens who have been determined for so-called life under control.

The aim of this paper is to consider the negative aspects of the application of modern technologies in crime control. At first, the conceptual and practical implications of the application of video surveillance, biometric identification, surveillance, and monitoring of electronic communication will be analysed, and some positive aspects will be stressed. Then, the experts’ and public opinion regarding the issues of privacy and human rights violations, encouraging marginalisation, social exclusion, and stigmatisation through the use of modern technologies in crime control will be re-examined. Finally, the authors provide recommendations for overcoming the shortcomings in the application of the mentioned technologies.
